Project Summary

Evolve Housing is proud to have partnered with the Billbergia Group and the NSW Land and Housing Corporation to develop this project for 376 new homes. This project includes social and affordable housing properties managed by Evolve Housing, as well as private market dwellings. Together the project creates a vibrant neighborhood of mixed tenure housing close to transport and shops, and Phillips Park.

Project value $76.4M (for social & affordable housing component)

Construction commenced in March 2021, and was occupied in August 2024.

Outcomes

  • A large-scale mixed tenure, tenure blind project of 376 new homes, with 41% social and affordable housing

  • 63 social housing properties in one apartment building managed by Evolve Housing on behalf of Homes NSW on a 20-year lease

  • 93 affordable housing properties in another apartment building owned and managed by Evolve Housing

Project Partners

  • Lidcombe Rise is part of the NSW Government’s Communities Plus program
  • Evolve Housing partnered with the Billbergia Group and Homes NSW under an innovative project delivery and financing arrangement with Billbergia Group and the National Housing Finance and Investment Corporation (NHFIC).

Sustainability

The design narrative was underpinned by a tenure blind philosophy to support sense of community, and optimise social and sustainability benefits, including:

  • Universal design principles applied to site planning, common areas and individual dwellings

  • All social dwellings have silver level Liveable Housing Australia standard for enhanced access and comfort

  • Built-in sustainability features include: solar panels, 4-Star + water fixtures, and Low-E double glazing on external windows and glass doors

  • 2 x 3 bedroom affordable units to be converted for Specialist Disability Accommodation at Improved Liveability Specialist Disability Accommodation (SDA NDIS) Category

  • “Designing out Maintenance” principles applied to minimise recurrent costs
